Magnetism is a relativistic effect arising from the movement of electric charges. This is the basis of how an electromagnet works. Its strength can be altered based on the electrical current that is allowed to move through it. How easy the flux and lines travel is known as magnetic permeability, which propagates through a magnetized object.
Permanent magnets maintain their magnetic properties for an extended period of time while temporary magnets lose their magnetism more quickly. I don't think that they are electromagnetic.
